How BPP works

The biogas Pilot Program (BPP) has developed a biodigester design specifically suited to Lao conditions that is available in four sizes of 4 m3, 6 m3, 8 m3 and 10 m3. The total household investment cost of the systems depends on local conditions and size, but ranges from around US$ 200 to US$ 400 excluding a BPP subsidy.

The BPP has established provincial offices within the Ministry of Agriculture and Forestry. Trained promotion officers in each district actively seek rural households that are eligible and interested to install a biogas system. Eligible households must have a suitable site and sufficient livestock (eg: at least 4-5 cows) that are kept in stable close to the house at least overnight.

The BPP has trained local Biogas Technicians in each district who are qualified to install and maintain systems to BPP's specifications. District and Provincial officers conduct a series of quality control checks during the construction phase and a final inspection. Each biogas household receives a two year warranty.

There are over 1,510 households (28 July 2010) enjoying the benefits of biogas in Vientiane Capital, Savannakhet, Xiengkhoung, Khammoune and Vientiane provinces. The program is based on very successful biogas program that SNV Netherlands Development Organization has established in many countries, including Nepal, Vietnam, Cambodia and Bangladesh.

The Biogas Pilot Prgram aims to establish all the elements needed for a sustainable biogas market in Laos, including:

  • Promotion-awareness, promotion and sale activities
  • Finance-an appropriate micro credit product
  • Production-trained biogas technicians
  • Quality control-trained officers and procedures
  • Maintenance-tied to a warranty

In each of the BPP provinces a co-ordination office is establish within the Ministry of Agriculture and Forestry provincial office (PAFO). There are currently provincial biogas officers in Vientiane Capital, Savannakhet, Xiengkhoung, Khammoune and Vientiane provinces.

Biogas Technicians are established in each of the target biogas districts by inviting local semi-skilled masons or builders to attend a 15-days training course. After this they are qualified to install domestic biogas digesters according to BPP's technical quality standards.

The biogas Pilot Program (BPP) is co-ordinated by a small program team with in the Department of Livestock and Fisheries in Vientiane Capital.

Provincial and district officers from the Ministry of Agriculture and Forestry and trained in the promotion, co-ordination and quality control of domestic biogas systems. They conduct village promotion workshops, and also direct selling to villagers.
